The Home Owners Loan Corporation (HOLC), an agency created during the New Deal to slow the tide of foreclosures and extend credit for home loans. The HOLC ranked neighborhoods by credit worthiness for federal mortgage insurance. Green (grade A) were considered “Best”, blue (grade B) “Still Desirable”, yellow (grade C) “Definitely Declining”, and red (grade D, hence the term “redlining”) “Hazardous”.
